memories of fallout and fallout 2 for targeting.
4 ap to hit generally, 5 ap to make a called shot at reduced accuracy.
aim for the eyes, low chance to hit but if you do, almost guarenteed to be critical, blind or death.

"raider is struck in the eyes causing severe blindness, as if there was any other kind"

fair enough this is a limited example as mmorpgs tend not to be turn based but theres no reason why somthing like this can't be implemented.

at present, you click on your opponent and their name and a small picture appears.
make it a bigger picture and you click on the picture where you want to aim your attacks. this sets your target for all future attacks to this enemy until killed.
set a default target in your skills menu and jobs a good un.

Luck is just as important as skill, it just requires less effort.
