Good private server?

Hello, i am looking for 1 good private server with a lot of players online
Low rate 2x-10x
many players in all levels so we can always find players near a level to pvp, cuz after execution grounds, its impossible to find players in most servers
Also this server is english speaking, i dont like having players talk in another language in shout/trade channel

i am also interested if there is any new low rate server so i can play from the first few days it came online so i can be from the first players in that server and watch the whole game evolve from 0

NCSoft dropped the legal hammer hard and heavy on private servers MANY years ago. Asking questions like this on a forum as popular as WarCry is asking for trouble. *IF* any private servers still exist, I can guarantee no one will tell you about it here.
