The first step in creating a new creature for Fallen Earth was identifying the related need. We most often worked on our new ones in batches, so our content department would sit down and determine an answer to the question "What niches do we need to fill, and how can we come up with creatures to fill them?"
The overall process of creature creation occurred over several waves, each trying to fill a few more holes in the ecosystem of the Grand Canyon. The needs being addressed were usually things like adding additional big creatures, more humanoids, more mutants or some other general goal that allowed the various result to be used multiple times.
