Ping of Harvestgain opens our public Soapbox with a discussion on why racial used outside of their heritage group are ignored. He poses some interesting options for balance. He's really done his homework on this one. He event presents storyline that could explain the widespread use of racial weapons outside of their standard heritage:

Need reasons in dereth to explain why NON-heritage people need lower skills to use the weapons? No problem: Due to the increasing divergence of each heritage group and weaking of cultural values with each new generation, some of the old ways are not being followed. The majority of the heritages are not following their "roots". The non-heritage groups/characters are actively pursuing/seeking masters of the weapon art/skill while the people in the heritage actively ignore the masters.
