Not all previously completed Master Level encounters grant shepherd experience. Sometimes it's not possible technically - for example, some encounters require that the person on the quest activate an item. We can't flag that step. In addition to the technical problems with some steps, some encounters are much simpler than others, and can be soloed - so there's no real reason to flag them for ML shepherd experience.
I am sorry that was not more clear. The vast majority of ML encounters do grant shepherd experience, but the exceptions are not generally speaking bugs. Please feel free to use the question feedback form and ask - I'll pass on your questions!

Fortess of Storms
- Aggressive player pets were putting out the fires created from attacks on the setian camps/forts/fortress in the Land of Atum. This behavior was aiding the recovery of those setian areas. We've sent all pets information on proper pet obedience with regard to these fires. Grudgingly, the Pets Union has agreed that they will no longer put out the fires.

- Djedkare's text has been edited to clarify which encounter will award battle group experience.
Item Notes
- The Phoebus Harp Necklace artifact will no longer summon a harp for Skalds, instead they will receive a new spell "Shrieking Displacement Aura". Additionally, for all realms the Stat Debuff bonus has been replaced by a Casting Range bonus.
- The version of the Spear of Kings given to players selecting the one hand version is no longer flagged as a two handed weapon. This will correct spears already received by players.
- The raw artifact for the Belt of the Sun has been changed to clarify who it best able to use the finished artifact. The finished artifact will now summon an item usable by valewalkers.
- The names of the Umbral Ring and Umbral Bracelet were changed so that they match the function of the item. Previously, the bracer slot item was called the ring, and the ring slot item was called a bracelet.
- The Sun Axe is now correctly set to be a level 51 weapon.
- Some versions of the Golden Spear did not have the correct delve information for the experience requirement, this has been fixed.
Clarification for the 1.66j Master Level Experience changes
- Master Level experience is given to the experienced player only on steps for which the experienced player has already completed, and when the experienced player has the previous Master Level completed. For example, if an experienced player has killed the Shadow Reaver (Trial 2, Encounter 2) and is Master Level 1, he can then bring a friend or friends who require that step to kill that monster again and receive Master Level Experience. Should the experienced player kill the Shadow Reaver, but not yet have Master Level 1 status, he would not receive Master Level Experience by assisting others with this encounter.
