Horizons: Upcoming Technique Changes

Looks like some changes are on the table for techniques, here is a message I recently received from Gale

In the upcoming weeks, we are planning to revisit the subject of techniques and what items they are applicable to. The reason for doing so is to clear up what items are able to have techniques applied to them, what type of techniques, and to achieve a balance between the different techniques for all schools and races. We hope that this will clear up some of the confusion that has been witnessed since we launched and also provide a logical and definitive answer for what techniques are applicable to what items.
