Horizons: Silo's Hotfix

Silo's Hotfix from AE

We are going to be temporarily disabling the functionality of Silos at 1:30pm PDT while we correct issues relating to them. These issues are related to some missing items that have been reported as well as performance issues. No items currently in a silo will be lost while they are disabled, but you may retrieve items now if you need to so.

In order for this change to take effect, we will have to perform a quick reset which will cause approximately a 5 minute disruption in play.
