Star Wars Galaxies: Test Center Updates

New batch of Test Center updates:

- Fixed Arena duels so that you can heal duelists after a duel using jedi powers
- Prevented Arena duels from being started with people who are already dueling
- Added entry permissions for various parts of the enclaves. Pets will now pack when moving through the enclave.
- Ranked Jedi do not lose xp when killed by another Ranked Jedi
- Jedi cannot revoke enough Force Discipline skills to be ineligible for the Force Ranks without first manually exiting the Force Rank System
- Changed core combat system so there is always a chance to hit or miss in a combat round. No longer will it be possible to have a 100% or 0% hit rate.
- Remove Jedi XP grants for individual use of Force power and saber moves. All Jedi XP is now grant through combat kills.
- Increased Jedi XP grants for combat kills
- Fixed Force Meditate to work with robe & FRS bonuses.
- Fixed Force Feedback to damage a target with buffs
- Force Choke & Force Weaken will agro a PvE target
