Yet again [FONT SIZE="2" face="Verdana, Arial" color="#ff0000"]Holocron[/font] has updated us with more information about ZOC's, here he explains the 'fundamental misunderstanding about ZOCs, he then goes on to talk about ZOCs in more detail:

ZOCs were supposed to affect "who controlled an area." The effect of control was, frankly, pretty low. It was basically, what spawned in the area. There was also talk of some taxes. That was about it.
