There is no trigger for Ralirea.

There is a chance that he will spawn on the plateau in any area save for the far Northern stretch of the Plateau, regardless of the Queen's Quest state.

Ralirea now spawns as any other creature on the Plateau.

He may appear at any time, though he is not guaranteed to be spawned on the Plateau at any given time.
