Horizons: Minor Blight Update

Everyone's favorite (and, erm, only) test server, Blight, was updated today with one fix, but one that's been plaguing construction trades since the beta days of yore:

Fixed a bug where the contribute to a structure window sometimes wouldn't have information in it or allow you to contribute materials to that structure.

I must say, it's nice to finally have that one fixed, been quite the nuiscance ;)
