City Of Heroes: RUMOR MILL - City of Villains a Stand Alone game?

The rumor mill is running at full force regarding the upcoming City of Villains release. It seems the community is torn over how exactly this will be released, with some calling it a genuine expansion (An add-on to the existing game, which will be required to play City of Villains.) Others, claiming reliable source information, are saying that it will be a stand alone product, (Like a brand new game without the City Of Heroes prerequisite.) If City Of Heroes is not an expansion, but a stand alone product, that would mean existing subscribers would have to open a second account to play a Villain. It is however possible, given the probability it is an expansion, that you may only be able to choose either a villain or a hero, but only one persuasion per server, i.e. a Hero on Justice, a Villain on Virtue.
