The newb quest that has been recently updated is the Jhong Mi's Writings or Starter Town: Yanshi quest.

I was only able to find 4 writings in the town of Yanshi but I also don't have lockpicking. So if anyone knows of any other Jhong Mi writings that can be found, please let us know!
