CuppaJo stops by the Offical City of Heroes Boards to lend everyone some advice on the correct way to contact GMs in game with mission bugs. He also said they are working on the wait times and what to look for when you submit a petition.

We understand that situations like this can be very frustrating. Longer than normal wait times often occur after a large update takes place. We are working very diligently to assist all players that contact us. We do apologize for any inconvenience this longer than normal wait time may have not only for you but all that contact us. Hang in there and those wait times for assistance will come down to an normal amount of time.
To help us in keeping the petitions down, if you are on a Team Mission, only the player who owns the mission should petition. Also, only petition an issue one time as multiple petitions do not cause your issue to be resolved faster, conversely they flood the petitioning system and slow response times.
Further, we are checking to make sure that the pull down petition system is working as well as the /petition command. As far as we know, they are the same.

**Added by Cuppa - Also, if you submit a petition and need to sign off (or go play an alt) you will get two emails. The first email is an auto-response to let you know we got the petition. Later, you will get an email from a GM saying that they could not assist you since you were not online. When you get this second email, log back on to your problem character and reply to that second email telling the GMs that you are back online and waiting for their help. Then you should only have to wait a short time for a GM to come help as petitions are handled based on original time-stamp. **
