City Of Heroes: Statesman on PvP Power Tweaks

Greetings, City of Heroes fans! Statesman had a few words for fans on the official boards today, with regards to a recent comment he'd made in a interview with Game Guru.

Here's a snip from the interview in question:

Game Guru: How will Hero vs Hero work, when it is implemented early next year?

CoH: We'll start out with an Arena, where heroes can test their might against one another. It's purely consensual and purely optional. We're making a couple of tweaks to powers so that no Archetype is too powerful, but I'm not ready to talk about those things yet.

Here's what Statesman posted on the official boards in response to questions about his statements:

The tweaks to powers are PvP ONLY. For example, Confuse will work slightly differently against other players than it will against an AI. Our design goal is to make the effects of powers virtually the same regardless of the target, but sometimes we need to create some effects that work ONLY against other players.
