City Of Heroes: Exemplar Debt

Valdermic, QA Community Liaison, has been really busy recently answering the PCC Questions for QA thread on the official City of Heroes Forums. This particular reponse was about Exemplar Debt.

I understand the OP doesn't like the way debt works. I've passed his message along to the Devs as a sugestion. I tested exemplar debt, confirmed my findings with the QA lead. We took our results to the Dev Team. They confirmed our finds as "working as designed." Debt is based on your experience level. Exemplars work off debt at their experience level so there for they gain debt at their experience level.
