City Of Heroes: XP Bug

Can you explain if this is intended or a bug:
XP bonus given from victims of CoT (and Hellions and Tsoo I believe) but not from Crey. I've noticed this in Brickstown especially (I outleveled hunting in Bricks so this has no bearing on me, but hopefully it will help other characters). Is it a bug, or does the Crey have a really good PR/spin department?
