Found this message on the community boards from Smeglor.

[i]This patch is expected to go to Chaos and Order a week from today, therefore restoring vaults on those shards at that time. Your vault will revert to its item and bulk capacity pre-merge, depending on which upgrades you had earned.

On a related note, there has been discussion here of adding the ability to earn larger vault capacities than are currently available. There is no ETA for when this will be added.
