In other words, the story of Paragon City has been thoroughly planned. The arrival of the Kheldians, the Council, and Striga Isle are all part of a package that we plotted out a long time ago. There's no attempt to be PC here. Truly. This Expansion was the one I dubbed the first to move the storyline of the game forward.
