Perhaps. Its easy enough to through the tried and true generic buff damage and buff dam resistance f/x in there, but that's no fun. We'll see if we can get a couple in there that don't get too busy and annoying.

Magnitude of the buff is constant. It is not dependent on the caster or teammates. Off the top of my head, its a 10% damage resistance buff and a 10% damage buff.

There is no cap other than you can not have more than 7 teammates. Standard damage resistance cap (90%) and the max damage cap (4 times your max damage), but these are in place for all buffs total (not just I-S Link).

Currently, its a Mez resistance. That is, it gives you 10% off the Duration of any status effect on you for each controller. So, 7 controllers will give you 70% off the total duration time. It does not offer "protection" (immunity) from such status effects.

I don't understand the question, or you don't understand I-S Link. I-S Link only buffs Kheldians who are teamed with other non-Kheldians. Kheldians cannot bet a buff from other Kheldians with I-S Link, and I-S Link does not buff a Kheldians teammates.
So in your example, both Kheldians will get a buff from the 1 Scrapper (a buff to dam resistance if you are a PB, and a buff to Damage if you are a WS).

The reported where you can cast a toggle shield while in mid shape shift is indeed a bug. It will be corrected.
However, the ability o cast click buffs on yourself and then shape shift is not a bug. I currently see no reason to change that unless we find it exploitive in some way.
