Pixelrage has a great interview up with the NA Community Manager, Ash. Quick snippit:

Pixelrage: In respect to the numerous requests from players, what do you have to say to those who wish to have the IPs from Asia banned?

Ash: The effectiveness of IP bans may be more feasible in certain situations than others. We have reviewed this option for our North American audience, and determined that IP bans would not be an effective deterrent against illicit activities, and that it would not be worth excluding the thousands of legitimate players outside of North America.
