City Of Heroes: Possible Reference to PvP Coming Soon?

Can I please get a clarification that the Winter Event is *not* the 'hot villain on villain action' event that was recently tested on Test?

The Winter event is not what was previewed on Test recently.

To which CuppaJo replied:

Rather than hot villain on villain action, it will be cold hero on hero action.

This smacks of a reference to PvP to me! Even if it's just a good old fashioned Player versus Player snowball fight!
