Does the entire game take place behind the wheel? Will the player get out of their vehicle?

While in combat you are entirely behind the wheel as it is far too dangerous to get out of your car without being simply run over. In towns, you are only on foot. There are a large number of towns in the world that allow the players opportunity to interact with other players while not in a car.
