Dungeons And Dragons Online: 3rdedition.org's Agimimnon on Charisma

Some poor soul posed the following question to 3rdedition.org's grumpy answer-man and sage, "We know that the Intimidate skill is based off of charisma, but does that mean that a higher charisma modifier would result in a higher intimidate rank?"
