City Of Heroes: Issue 4 Pre-download Conspiracy Theory?

Vty_EndlessNight, a player from the City of Heroes Community, posed a question about predownloaded Issue 4 content. Here's a summary:

Think about it...we've downloaded issue 4 on live, if they change something on test...they'd then have to have an extra download on live for when it is activated. Which is what i thought the predownload was supposed to avoid. Thousands of people crashing the download server when the issue hits live.

Vyvyanne, QA Community Liaison, responded with:

All the new art and such, that is not likely to change in testing makes for a very large download. The pre-download is to get all of that already on your computers so that you don't have to download it all at once when the Issue is released. Any changes made will then come in like a regular patch that will be much smaller.

It's kind of like when we released the game there was all the content that is on the CD and then you have a small patch or two of fixes we made between printing the CDs and you loading the game.
