City Of Heroes: Chances for a Critical Hit

Since the forums are down here in the States, I decided to troll the boards across the Pond to see what was going on over there. Recently a player from the EU City of Heroes Community asked what are the chances for a Critical Hit?

Bridger, UK Community Coordinator, had this to say:

Scrappers base chance to crit depends on the enemy:

Minions: 5%
Lt's: 10%
Boss: 15%
And some hi lvl attacks have an incressed chance to crit!!

I'm pretty sure this is what Geko said on the US boards, back when they increased the critical chance against Lts and Bosses.

I'm not sure if accuracy has any effect, but I'll look into it and let you know if I can find out any more info.
