This quote is from Blair's Blog back from April 16th, 2005 when it this was mentioned by Grant "Rogue_5" McDaniel in that after the "Combat Upgrade" goes live it would not be finished.
Finally, it is worth repeating that even when Combat Upgrade goes "live" it is not finished - we will continue to refine and polish the experience for some months to come. So, please take comfort in the fact that we are listening and working hard to bring you a game that meets or exceeds your expectations - and we value your insights, passion for the game and your continued patronage.
So as many players are upset with the outcome of the Combat Upgrade and some are pleased with the outcome what you have now has a chance to change and it is possibly not finalized till all is said and done.
