While it still holds true that action points won't be in at release, Xundau mentions they're still looking into them:
We've already announced that we can't do action points the way they're described in the Eberron Campaign Setting
...
That being said, we really like the idea behind action points in general (i.e., they emphasize and reinforce the idea that the players are heroes capable of feats above and beyond the norm). We can't promise anything quite yet, but we are currently tossing around a couple of ideas for alternate action point systems that are quite different gameplay-wise, but that stay true to the original intentions behind action points, if that makes sense.
