Dungeons And Dragons Online: Why Xen'Drik and not Khorvaire?

Correct me if I'm wrong, but I believe it was because Xen'Drik is very undefined, and thus gives the Devs free license to create their own world.

Then Sporkfire added in:

This is largely the reason why. DDO will be an important component in adding definition to the world of Eberron. In particular, we have an entire continent of possibilities to open up while still presenting the existing campaign world.

I really think it will be neat to see an adventure that we go through in an official D&D story or supplement book.
