Asherons Call: Does the Viamontians Spec Loyalty Count towards the 64 limit?

Not according to Srand in this post:

Skills that are specialized because of your heritage (i.e. loyalty for Viamontians) or specialized via an Augmentation (i.e. the tinkers) do not count towards the 64-credit limit on credits invested in specialized skills.
