OK, multiple issues here:

First, if EBGames says you will be receiving the bonus, you should be receiving the bonus code. If you do not, you should contact them.

Second, if your retailer indicated to you that you should receive the bonus and you do not, and they are unable to provide you with the bonus, please contact Turbine Customer Service.

Third, if you have registered your Retail key and logged in to the game prior to entering your Pre-Order key, you may not receive your bonus gem when you log in after entering it. If not, please file an Urgent Assistance request and an Envoy can assist you. We are also working to resolve this for the August event.

I know that yesterday I said that you could enter your Pre-Order Key and Retail Key in any order, unfortunately there was an additional flag that we missed when checking that, and I apologize for any confusion.
