Thomas Oakstaff hops onto the official forums to provide a little insight into balancing spell points/magic in a D&D game. Here's a snippet from his post:

Since a DM controls what situations a player gets into, the DM can prevent that situation from occuring constantly. In DDO, we have to be very careful how we construct our dungeons, because it's easy to imagine a situation where that "situationally useful" spell is constantly useful.

In PnP, if every fight was against undead, everyone would roll clerics. Ok, they do anyway if they're min/maxing, but the point is: Balance is in the hands of the content creators as much as the rules.

Content can easily provide a "golden path" of advancement or make one spell more useful than another if they're not careful. So while I do see the potential for imbalance due to # of casts per combat, it's a lesser concern imho.
