And no, people in general can't download it yet. The Voice of Decal made this thundering annoucment:

Enter the "Alpha test". Developers are a resilient bunch, and can probably deal with the significant problems the current code has. Additionally, they'll be able to provide valuable feedback that we can take on board at this state when we can still change parts of Decal that might not be working that well. The alpha test allows us to release what we've got under specific conditions to a limited set of people who can then go on to both help us and develop the plugins end users will need to test.
