As the heroes of Paragon return to Siren's Call, we discover the underhanded machinations responsible for the devastation of this district. In an attempt to expand his insidious empire toward the very heart of Paragon City, Lord Recluse proceeds with his preparations. Ghost Widow reflects on their knavish plans for these unwitting heroes in her latest journal entry.
