Star Wars Galaxies: Tatooine Spawn Changes - Publish 24 and Future Publishes

We have noticed players discussing some areas of Tatooine having increased spawn. We have been balancing/tweaking the spawn regions for Tatooine in publish 24 and we will continue to tweak and change them in the upcoming publishes.
