Asherons Call: Decal Alpha 4

The Voice of Decal has spoken again! This time to annouce the release of Decal Alpha 4.

A few notes before you install this:
[li] This is primarily for Decal plug-in devs.
[li] This version requires .NET 2.0 RTM. It won't work with .NET 2.0 Beta
[li] Installing this will for sure break existing plug-ins, so wait for your favorite plug-in to be updated.
