Probably not. Let's look at a portion of the listing of "Fixes guaranteed to make the Legacy Quests work" from Publish 27:
"* Legacy Quests: Runaways: During the space portion of EV-9D9's "Runaways", the RA-316 escort will appear closer to the player so that the quest can be completed.
* Legacy Quests: Runaways: The runaway droids and Untas will appear more often.
* Legacy Quests: Runaways: Runaway droids will now appear more frequently in the Darklighter Cache.
* Legacy Quests: Runaways: Jonni Skaak will now drop the Journal once more so you can complete the quest.
* Legacy Quests: Runaways: Changed the space portion of the quest for EV-9D9 to send the player to the nearest ship terminal, which is next to Jabba's palace (instead of the starship terminals in Bestine)."
Ok, that's a lot of Runaway quest fixes. But did they really work? Let's look at something from today's hotfix, Publish 27.2:
"Legacy Quests: Jabba's Palace: Runaways: Any player who has been prevented from completing the EV-9D9 quest series will have the quest completed in their journal so they can continue on in the story arc."
So now, rather than make sure that players can actually go through the quest from start to finish, and not have any problems, SOE took the easy way out, and just set everyone's flag in the database to "Quest Completed = .t.". Well, what about the people who come along next week, and get stuck?
C'mon guys, do it right, or don't do it at all.
[Update - Jeff Freeman emailed me the following reply detailing the logic behind what appeared to be a poorly implemented change]
"The fixes to quest logic which caused this problem had already been implemented. There was an additional issue with players who had completed the quest before, but failed to get completion credit for the quest (so the quest was "stuck" in their journal flagged as incomplete, and there was no way to "complete" it since they already had completed it, and no way to move on to the next quest since it wasn't flagged as having been completed).
If we had simply cleared all history of the quest from the players and made them go through the whole series again from start to finish, we'd be forcing most players to do a quest again that they had already done (and every quest after that, since we'd have to clear those flags too). Clearly that's not a good solution.
Basically we're looking for players that don't have quest-A flagged as complete, but do have quest-B in their journal: this indicates that the player should have had quest-A flagged as complete, since that's the only way they could have gotten quest-B.
Note that a lot of the "fixes" you listed weren't really fixing anything that was explicitly "broken" - certainly not in terms of broken quest logic as caused this problem: most of them are just tweaks to improve the experience of doing a particular quest. e.g. increasing the number of spawns at a given location, etc. We'll continue to do that."
