About runed weapons:
Part of the intent for these runed weapons is that we want them to be beneficial to melees (and archers) who haven't taken Life magic. Anyone should find them useful, but their stats have been geared to benefit non-magic characters.
These weapons are our first systematic attempt to take advantage of our proc-on-strike tech, so we'll definitely be looking for feedback about them to see how useful they are.
There is a spellcasting device in this new "runed weapons" set, as well as a bow, crossbow, and atlatl. However, by their very nature, casting devices can't really have the "cast on strike" feature that the melee and missile weapons will have. The runed casting device will be cool and have useful qualities, but it won't be cast on strike like the other items in the set.
About Allegiance Lock:
Under the system we are planning, allegiance lock will not be a simple locked/unlocked function. Higher-ranking allegiance officers as well as the monarch will be able to lock and unlock the allegiance, and there will be flexibility within a "locked" monarchy to shuffle vassals around or recruit new vassals under high-ranking officers, or for high-ranking officers to approve a one-time exception.
Note these options are not yet final, but that's what we've got planned. We want to give monarchs reasonable control over their own allegiance structure, while giving them the flexibility to re-arrange things without having to unlock and re-lock the allegiance a dozen times a day.
As we get closer to shipping this system, we'll post detailed notes about the new allegiance functions.
