Earlier tonight (and still ongoing at last check), Shadows loyal to the Heart-Render Grael attacked seven Derethian towns near old Shadow Spire sites: Tou-Tou, Khayyaban, Arwic, Eastham, Sawato, Tufa, and Eastwatch (near the fallen Spire next to the Dark Design dungeon). Leading each group of Shadows was a Shadow Lieutenant. When slain, each Lieutenant dropped a piece of a note. Combining all seven notes produced a text that could be deciphered at the Cragstone library:

Bretself the Translator tells you, "Interesting, this looks like Empyrean script, but it's been badly bastardized. This looks almost like shadow writing, but there's no nasty flesh paper..."
Bretself squints at the writing and begins to translate the letter.
Bretself the Translator tells you, "If I'm translating this correctly then this is a message from one of the Mukkir attacking our towns to Grael. It's not very clear what they are planning, but you should show this to Sarkin Killcrane in Wai-Jhou anyway. I'm sure he will be very keen to learn anything about these new shadow attacks."
Bretself the Translator gives you Translation of the Torn Letter.
The translated note could then be given to Killcrane for a small experience reward (about three percent) and the title "Apprentice Shadow Hunter":

Sarkin Killcrane tells you, "As we suspected, Grael is behind the recent attacks on our towns. He can't even wait for his island to resurface before resuming his murderous ways. There are some important clues in here that will prove most useful to us. Thanks to your clever work we may be able to predict his next move."
Sarkin Killcrane tells you, "You've proven your value as a Shadow fighter. Here's a reward for your hard work and a new title, Apprentice Shadow Hunter."
