Eladrin has posted some rather interesting news about the Dragon Velah on the official forums.

There have been quite a number of posts regarding the fight against the red dragon, Velah, and concerns about the current difficulty of the encounter. The battle was designed to be an extremely difficult encounter that requires an experienced raid of twelve working skillfully together. We can't give you a step-by-step guide to the encounter, but there are a number of posters that have keen insight regarding her behavior.

We've found that the feedback Velah gives in combat is insufficient, and is causing a lot of confusion. Several elements of the encounter will be modified to address other issues brought up by players in the various threads.

From my investigation, Velah does not wing buffet through the rocks on the central platform. Some posters have noted that she does sometimes use a single target telekinesis effect very similar to the beholder's TK ray. We will be adding a Will save to negate this telekinesis effect, and you should see it less often (somewhat depending on other factors in the battle). We'll also be adding a Reflex save to negate the wing buffet attack. You'll also be able to better tell which effect you're being hit by.

We will be changing her breath weapon and melee attacks. Currently they are flagged as unblockable with a shield - we will remove that restriction and adjust the damage inflicted by them as well as decrease the percentage of her breath weapon that is unresistable ("epic"). She'll also be converted to use the knockdown (and balance) mechanics now commonly used by other monsters.

Velah's encounter is expected to be difficult and likely require several attempts before success, but should not require the /death of any raid members, and should be neither impossible nor trivial.
