Dark Age Of Camelot: Patch Time

Some of the changes that will go live include-
*Rapid fire and piercing arrow for the archer types.
*The new /level command, which will give level 50s level 20 (or 30 for underpopulated servers) characters on any server and any realm.
*Some fixes to bolts- including a reduced cast time of 2.5 seconds.
*Controversial fixes to some of the classes of Hibernia.
