Samera has posted the word on the hotfix today:

General

* Tell messages will now be displayed in all chat windows by default (for new characters and new chat tabs).
* Fixed a problem with the Mail UI that caused attached items to not appear.

Quests

* Caverns of Korromar
o Removed the intelligence requirement from the Daanvi Codex allowing any player on the quest to use the item.
