This just in on the official forums:
The steady stream of new adventurers arriving in Stormreach has become one of the city's great assets. The Coin Lords embrace these new arrivals and have deregulated the admissions process for entry into the city. New arrivals now have more freedom of entry than ever before!
Upon landing at Smuggler's Rest, you will have the option of embarking on Euphonia's challenge and using the training rooms. However, you will also meet Trader Skipp, who has an urgent message for his assistant, Trader Trevia, at the Wavecrest Tavern. You can bypass Euphonia completely if you agree to make Skipp's delivery for him.
New adventurers with no experience in Stormreach are strongly encouraged to complete Euphonia's quests in order to gain the skills they need to battle the city's enemies. No matter which path you choose, you will arrive at the Wavecrest Tavern, experienced enough to gain an action point.
All new arrivals are asked to assist Sigmund, the Wavecrest Tavern's proprietor, for a short time prior to exiting. Once you have recovered Sigmund's cask and accomplished whatever else needs to be done in the Wavecrest's basement, you will be free to journey into Stormreach. Be sure to stop and talk to Gerald Goodblade, who always has tasks for new arrivals.
After setting foot in the Harbor, Stormreach is open to you! The door between Port Stormreach and Aspirant's Square has been removed. The Low Road, once a popular alternative to the "legitimate" means of access offered by Goodblade, remains open as the favorite wager between Healfdene and Heorogar.
The Harbormaster's Seal remains a requirement to gain entry to the Marketplace, Xen'drik's center of trade and commerce. However, temporary access to the Marketplace can now be gained by offering a gratuity to Guard Killmarten. In order to gain free permanent access, you will have to embark on the traditional means of gaining the seal by defeating the kobold infestation in the Waterworks.
The city of Stormreach opens its arms to all new citizens. We hope your time here is fulfilling and profitable!
