Will shaman going enhance for DW be able to apply elemental wep buffs to both weps?

Yes they will be able to put windfury on both (or rockbiter or whatever they want, like mixing rockbiter on one and windfury on the other).

What are the felguard abilities? and does tanking ability compare to (or is hopefully better than) the VW? does dmg compare to suc or imp with the talent buffs?

The Felguard have intercept (like the warriorskill) usable at 8-25 yard range. It also have cleave (again, like the warriorskill) which hits for about 400 or so, noncrit. The tanking ability is better than the VW as it can actually hold aggro. The dmg on it is quite nice, around 300 dps at 67 from what I've seen. Of course it can get higher than that, if cleave hits multiple enemies and such.

Probably dont know this yet, but will there be epics designed for different builds? or will blizzard continue to embrace cookiecutterness?

Well, there is items made for just about everyone. Moonkin druids get their leathersuit with +dmg, feral use the same as the rogues and resto druids get +healing leather. So there is items for just about every talenttree outthere. They've done great things with itemization.
