According Quarion over at the official forums:

The account management (http://myaccount.turbine.com) website will be offline between 9am and 11am Tuesday, January 30th for a update. During this time, you will not be able to login to the website, manage your account, or cancel your subscription.

The game servers should not be effected and you will be able to login and play through out this update window.
