The new U4 build features extensive Skills changes and upgrades for all factions. The new changes are accompanied by 149 Skill Points to spend.

NOTE: This is a list of potential changes for Update 4. There is always the possibility that these items will not be published to the live server as they are listed here. The changes listed here are still in testing, and are subject to change or removal from the list. We do try to keep these notes as accurate as possible, therefore all additions and/or corrections will be made to this list when applicable. Several notes have been added for known issues on PTS.
Before posting feedback on these notes remember that it is important to TRY IT OUT FIRST! Your initial feedback on any particular patch note may vary after your gameplay experience.
Gameplay Changes
Players should now be able to filter gadgets based on if they are weapon, armor, powerplant, vehicle, gadget or ornament.
Gadgets and Race Items will now drop enhanced, if the table has the "enhance things" setting. Keep an eye out for badness in this area.
Version # on the client made to match the patcher. Not that for internal purposes, the #s will always be 0.0.14.###

Auto-INC changed 5 minutes
The GZ crater has lootalicious suprises
When calling INC, it is no longer necessary to be completely still; the system will allow movement up to 30 mph before it disturbs the INC call. Shooting or being shot will still interrupt it as before.
Skill changes (human):
Interference debuff duration decreased
Increased the amount of heat reduced on coolant dump skills
Improved magnetics hitpoint buff increased to 300 points at max rank
Tech Certification buffs 20 theory and 20 tech at max rank now
Shield sciences energy resist buff reduced, added component that increases max damage while using energy weapons
Defensive driving resistance amount lowered, removed negative accuracy effect from skill
Tactical awareness perception buff lowered, added penetration buff
Kinetic Power will fire every second at max rank and restore a max of 75 power per fire
Coolant Dump skill will now dump a larger amount of heat
Resonant aura debuff duration decreased, AE range decreased slightly. Amount debuffed increased slightly
Rally colors range increased, amount buffed decreased slightly, duration of buff decreased slightly
Power overload initial cost to cast decreased, amount of HP buffed increased
Modulated emissions, decreased the cooldown on each pulse, increased damage per pulse
Repulsor shield amount of resistance buff lowered, increased amount of repulsion pulses.
Reduced damage on particle ray slightly, reduced amount of debuff and duration of debuff slightly
Reduced the amount of combat buffed by strategic analysis for each person in chain to bring skill in line with norms
Tech center tech buff reduced, amount healed increased
Reduced amount of penetration buff on high powered munitions
Greatly increased amount of hitpoints buffed by advanced armor tech
Reduced amount of perception given by hestia HUD
Increased the hitpoint and power buff amount of Systems Upgrade
Reduced max power buff on psi training, added theory stat component
Slightly increased healing amount on Power Center

Psioptic ammo can only be case on self and pets now for those with the skill
Resonant Amplifier now has an offensive bonus debuff component to the skill

Alternate polarity adds heat to enemy now

It should now be more difficult to flush the heat caused by using second chance

Altered the cost formula for the Biomek Mastermind starter skill "MG-Mek" so that a level 1 mastermind can afford it. It will still progress to 394, about its former cap of 396.

Toxic Attenuation has a small corrosive damage add to weapons now. -Rollover text needs to be updated
Flaming bumper effect changed from a DOT to a single shot with higher damage. The skill no longer is a guaranteed hit -Text needs to be updated
