Ultima Online: Publish to Test Center 1

New stuff has been added to the Test Center!

The following changes have been published to TC1:
# Monsters will no longer become Blackrock Infected
# Fixes to the Candle of Love event:

* Fixed issue that caused Candle of Love spawns to get stuck
* Candle of Love spawns will now reset after server maintenance
* Fixed guard zone around the Shrine of Justice on Siege/Mugen
* Shrine respawn timer shortened from 6 hours to 4 hours
* Soulstones can no longer be used when a player is under the effect of a Scroll of Alacrity
* Fixed issue with the reward Candle not getting assigned an appropriate player name
