World Of Warcraft: Rogue Sap Spam Intentional

We've all been there, sitting in Gadgetzan with all our sweet level 70 gear, dancing with some lowbies of the opposite faction when a stealthed level 20 rogue walks up and saps. 9 seconds later he does it again...and again...and again. The Gadgetzan bruiser standing next to you absentmindedly fiddles with his mace, the sniper checking the scope on his rifle, neither of them aware of your plight.

I can't remember which patch made it so that sap doesn't aggro neutral town guards, but it's been a problem for the last few patches. Gadgetzan isn't the only place this happens, many of the shared towns in Outlands have the same problem, such as the Cenarion Expedition Outpost in Zangarmarsh. Sap spam has seemingly reached epidemic proportions alongside a burgeoning Blood Elf rogue population. It's gotten so bad it seems like it must be a bug, but what does Hortus have to say:

Since the player does not leave stealth it should not aggro neutral guards.

It should flag you for PVP, and that is being addressed.

So alas, the sappings will continue and we, the level 70s, will be unable to respond with more persuasive measures.
