Characters stuck in world results when a server instance crashes. We are still seeing this in and around Residential Quarters. Additional, a expected, lag is still pretty high in Residential Quarters.
Here is a little bit I am about to put up on the System Message:
PLEASE NOTE: During Primetime (5p-9p PST), you may notice some high lag and server disconnects while in Residential Quarters. This may result in your character being "stuck in world". Each night, we will be doing a restart on effected servers to "free up" those characters and allow them back in the world. This should take place between 10 and 11 pm each night. Sorry for the continued inconveniences.The hotfix does seem to be helping out with performance on servers not hosting up RQs. Unfortunately, it does not appear to be helping enough to prevent the RQ servers from going down. We are catching them fast enough to hopefully prevent a lot of characters from getting locked out,but some will. Every night we will restart effected worlds as to "unlock" characters. Sorry to those who will be locked out for a few hours.
We continue to analize the data and work towards better fixes. We know hardware upgrades will make a drastic improvement on this and that part is underway, though no ETA on when we will have the parts and how long it will take to install.
Thanks a lot for your continued patience. When everything is done, we will be able to get back to adding more housing into the game without effecting performance.

"Is the RQ server at all related to the server handling this vertical strip? "Bingo! The Residential Quarters are actually "in" the Inner Sea. The servers that take care of them are in a vertical strip. So everything above and below that will also be effected as well.
