To explain the crafting process better I'll use an example:
Let's say you are planning to make a magical longsword. You have the Weapon Smithing skill that allows you to make it, but you don't want to make just any longsword, you are planning to make a longsword out of Raudstaal, a rare and powerful dwarven mineral you bought just from some dwarven miners.
